Do you use a flash on camera or off camera when you have fill lights?

when taking a portrait, do you use a flash along with the hair light, key light, fill lights or you dont need to use the flash?

there is no rule, every photografer has his own way of doing\seing things, i,ve seen some have 3 lights on stands, and another one on the camera in ceiling bounce mode. some don't use oncamera flash. depens on situation, (outdoors, ceiling bounce is useless). and how each, as artist, wants to see the shot, how depth of field is defined, which also affects way you use lights, just try few ways yourself and see what you like best.
not to mention nowadays CG does wonders, you can fix the exposure, shades...etc.
